This article explores the transformation of Ukraine's social service system in response to the challenges of martial law since 2022. Particular attention is paid to the updated legal framework, especially Law No. 4332-IX, which establishes a new paradigm in social policy based on the principles of targeting, individualization, accountability, intersectoral cooperation, and performance-oriented service provision. The article identifies key challenges faced by government authorities and local communities in supporting internally displaced persons, persons with disabilities, elderly people living alone, and children affected by hostilities. It summarizes practical responses, including the mobilization of regional Departments of Social Protection, the development of mobile multidisciplinary teams, the introduction of case management, the digitalization of the Unified Social Information System (USISS), and the contracting of non-state service providers. Examples of successful local initiatives aimed at integrating vulnerable populations into host communities are highlighted. The article concludes that Ukraine’s social protection system demonstrates adaptability and resilience under crisis conditions, ensuring dignity-centered professional support. The authors outline key areas for improvement, including institutionalizing case management, ensuring sustainable financing, enhancing staff capacity, establishing quality monitoring systems, and supporting civic initiatives.
