A Framework for Justice and Integrity in Digital Character Education

The rapid integration of technology into global education presents complex ethical challenges, rendering traditional character education models insufficient for fostering the values necessary for responsible digital citizenship. This study addresses this gap by examining current implementation practices to develop a comprehensive framework for digital character education, with a specific focus on embedding the core principles of justice and integrity. Employing a qualitative descriptive methodology, the research undertakes a systematic library analysis of 187 peer-reviewed articles, policy documents, and institutional reports published between 2010 and 2024 to synthesize existing knowledge and practices. Key findings reveal that effective implementation moves beyond isolated curricula toward integrated, whole-school ecological approaches that consistently reinforce values across all learning environments. Success is contingent upon robust multi-stakeholder collaboration involving educators, parents, students, and technology firms, and the use of multimodal assessment strategies that evaluate ethical reasoning, moral sensitivity, and behavioral application in authentic digital contexts. Furthermore, the analysis underscores that contextual adaptation to cultural norms and resource availability is a critical determinant for the long-term sustainability and impact of these programs. The study concludes that implementing a coherent and adaptive framework is a vital educational imperative, providing actionable strategies for policymakers and educators to cultivate essential character dimensions, thereby preparing students not merely to navigate digital environments ethically but to actively shape them toward greater justice, integrity, and moral purpose.
