BRICS climate agenda: Russia's approach

During Russia's BRICS chairmanship in 2024, the climate vector of the association gained a stable institutional basis: framework agreements, a partnership on carbon markets, and the initiation of the Climate Research Platform, among others. These steps have paved the way for the convergence of national approaches based on compatible accounting and verification rules for the development of urban and natural projects supported by the New Development Bank (NDB), as well as for the preparation of pilot transactions under Article 6.2 of the Paris Agreement, the first bilateral projects in which countries exchange verified emission reduction units and reflect these transfers in their national contributions, eliminating double counting. Russia is a key initiator and coordinator of these processes, linking diplomatic formats with practical market tools, which strengthens BRICS' position in global climate policy and reduces regulatory risks for domestic exports and investments.
