Evaluating the Pokdarwis Program for Halal Tourism in Madura Using Big Data and the CIPP Model

Halal tourism has gained significant momentum in recent years, particularly in regions with a high Muslim population. As one of Indonesia’s emerging tourist destinations, Madura presents a unique opportunity to explore the development of halal tourism through local initiatives. The objective of this study is to evaluate the effectiveness of the Pokdarwis program in managing halal tourism in Madura, utilizing the Context, Input, Process, and Product (CIPP) model alongside big data analysis. The research focuses on the integration of big data from multiple sources, such as social media, visitor feedback, and demographic data, to assess the performance of the Pokdarwis program in enhancing tourism awareness, resource management, and community involvement. A qualitative research method was employed, incorporating data from interviews, document studies, and big data analytics to evaluate the program’s context, inputs, processes, and outcomes. The study reveals that while the Pokdarwis program has led to positive changes in local tourism awareness and increased visitor satisfaction, several areas, such as resource management and community engagement, require further improvement. The findings underscore the importance of leveraging big data for effective program evaluation and decision-making in tourism management. This research contributes to the body of knowledge on halal tourism development and provides actionable insights for policymakers and local stakeholders in optimizing tourism programs to foster sustainable growth in Madura’s halal tourism sector.
