Tibb müəssisələrində biometrik identifikasiya sistemlərinin tətbiqi: texnoloji, etik və hüquqi baxış

In recent years, the rapid advancement of technology in the healthcare sector has brought biometric identification systems to the forefront of medical institution reforms. Ensuring accurate and secure identification of both patients and healthcare personnel has become essential not only for improving the quality of services provided, but also for enhancing financial transparency and accountability. Technologies such as palm vein recognition, iris and retina scanning, and fingerprint identification are already being successfully implemented in several countries, streamlining identification processes and boosting overall safety. This article provides a comprehensive overview of the practical applications, benefits, and technical features of these systems, while also delving into the ethical and legal challenges they pose. Key concerns include obtaining informed consent for data collection, protecting the confidentiality of biometric data, and ensuring secure storage and processing of such sensitive information. The authors emphasize that beyond their technological advantages, these systems carry serious ethical and legal responsibilities especially with regard to protecting patient rights and ensuring transparent healthcare governance. The article also explores international best practices, including Japan’s “PalmSecure” technology, India’s extensive “Aadhaar” identification program, and South Korea’s biometric healthcare models, assessing their potential adaptability to the Azerbaijani context. In conclusion, the authors put forward practical recommendations for strengthening Azerbaijan’s legal framework in this area, advocating for the development of normative regulations aligned with international data protection standards. Keywords: biometric identification, palm vein recognition, iris scanner, fingerprint, bioethics, medical law, health insurance.
