Relación del CONPES 3582 (política de CTeI) respecto al sector agrícola rural de Pasto, 2022

Problem statement: Lack of awareness and low participation of specific key stakeholders in the formulation of the National Science, Technology, and Innovation (STI) Policy. Objective: To analyze the awareness and participation of the rural agricultural production sector of Pasto in the formulation of CONPES 3582 of 2009 (National STI Policy). Methodology: The study used a qualitative methodology supported by the rational choice model for analytical comparison between the economic, public, and social dimensions. Information was obtained through fieldwork with questionnaires and semi-structured interviews to obtain empirical results derived from population participation in policy formulation. Results: The results revealed the degree of participation and acceptance of the population with respect to the comprehensive sets of tools formulated. Conclusion: The conclusions highlight the construction of the instrument with a redistributive logic that reveals structural deficiencies in CONPES 3582 and a disconnect between the levels of government. Furthermore, a reductionist view of citizen participation and the context in which they live, which gives priority to the top-down formulation model and the concept of governability over governance.
