Research on the Standardization Practice of Service Procurement in Power Grid Enterprises for High-Quality Supply Chains
This study aims to explore the standardization practice paths of service procurement in power grid enterprises and its impact on procurement performance. Based on typical service procurement projects from the State Grid Corporation and China Southern Power Grid between 2021 and 2024, the study uses content analysis to extract key elements of the standard system. Combining project execution data, electronic procurement system logs, and expert interviews, it constructs a standardization implementation intensity index and a performance evaluation model. Through regression analysis and clustering methods, the study systematically evaluates the effects of standardization on procurement process efficiency, service quality, cost control, and governance capability. Results indicate that high-level standardization significantly shortens procurement cycles, simplifies processes, and improves approval efficiency; service delivery quality indicators are notably better than those in low-standardization projects; cost control capabilities are enhanced with reduced bid price dispersion and budget deviation rates, and increased consistency in procurement strategy execution; meanwhile, knowledge accumulation and governance capabilities are promoted, with higher reuse rates of standard documents and more timely clause updates. The conclusion suggests that the deep integration of institutional design and execution mechanisms in service procurement standardization effectively promotes the standardization, scientification, and efficiency of procurement management in power grid enterprises, offering significant theoretical value and practical guidance.
