FEATURES OF MAKING MANAGEMENT DECISIONS REGARDING THE POST-WAR RENOVATION OF HUMAN CAPITAL IN UKRAINE
The article considers the impact of war on the formation and development of human capital and identifies the need for analysis and assessment of human capital losses during military aggression. A review of research by scientists on the analysis of trends, dynamics of changes in human capital, assessment of losses and acquisitions of this capital during the military invasion of Russian troops is carried out. The need to assess both direct and indirect losses of human capital is substantiated, a system of primary indicators is formed that comprehensively characterize this capital. The values of direct quantitative losses and acquisitions of the national human capital of Ukraine are calculated. It is determined that during the period under study from 2013 to 2021, almost all of the considered primary indicators had a negative impact on human capital. The values of statistical indicators in Ukraine in 2013-2023, which characterize qualitative losses of human capital, are analyzed. The calculations performed showed that the values of all considered primary indicators, which to some extent characterize the quality of human capital, have decreased. It has been determined that along with direct quantitative and qualitative losses of human capital, indirect losses of this capital occur. The work determined that the management of the post-war restoration of human capital in Ukraine should be a priority task of the state and be based on a comprehensive approach that involves the reintegration of veterans, internally displaced persons and affected citizens into the socio-economic life of the country, the implementation of psychological support programs that will contribute to increasing the productivity and adaptation of the population. In the system of restoring Ukraine's human capital, a key role is played by coordinating the efforts of the state, the private sector, public organizations, and international partners to stimulate the return of Ukrainian specialists from abroad by creating attractive working and living conditions, which will ensure the growth of the country's human capital and contribute to the socio-economic development of Ukraine.
