FEATURES OF THE INTRODUCTION OF NATIONAL DIGITAL CURRENCIES

Comprehensive research is an essential part of implementing major innovative projects, especially at the governmental level. Many countries today are actively exploring a relatively new phenomenon: central bank digital currencies (CBDCs). Practical implementations of this technology remain rare, making recommendations and analyses from international organizations particularly valuable. These institutions have the resources to gather and process best practices from around the globe. However, copying foreign models without considering a country's unique legal, economic, and social conditions may lead to serious negative consequences. This study analyzes recommendations from the International Monetary Fund (IMF) and the Bank for International Settlements (BIS) regarding the adaptation of CBDCs to national contexts. Problem areas within Russian legislation governing the issuance and circulation of the digital ruble are identified. Suggestions are made for improving the relevant legal frameworks. Key risks associated with adopting international guidelines are outlined, along with potential strategies for mitigating them.
