THE CONCEPT AND ESSENCE OF STATE CONTROL (SUPERVISION) IN THE FIELD OF SAFE HANDLING OF PESTICIDES AND AGROCHEMICALS IN MODERN CONDITIONS

Substantial advancements by the Russian Federation in addressing the issue of increased crop yields appear unattainable without the application of chemical plant protection products, which play an exceedingly important role in the agricultural production process at its various stages. When such products are applied in accordance with the regulations governing their use, the possession of a registration certificate by the plant protection product serves as confirmation of its environmental safety. Violation of application regulations, as well as direct rules concerning the handling of pesticides and agrochemicals, may lead not only to the infringement of the legitimate rights and interests of citizens but also to the disruption of ecological equilibrium. Against the backdrop of increasing agricultural production volumes, particular attention must be paid to state control (supervision) in the field of safe handling of pesticides and agrochemicals. In this regard, it is necessary to comprehensively address the tasks of improving legislation governing state control (supervision) over the circulation of pesticides and agrochemicals.
