Research on the Construction of Evaluation Index System for Teaching Innovation Teams of Vocational College Teachers Based on CIPP Model

The construction of innovative teaching teams for teachers is an important measure to deepen vocational education reform and enhance teachers' abilities and qualities. This study aims to address the problems of vague goals, lack of processes, and insufficient quantification of achievements in the current evaluation system for teaching innovation teams in vocational colleges. Based on the CIPP evaluation model, this study integrates four elements: background evaluation, input evaluation, process evaluation, and result evaluation, and combines Delphi method and analytic hierarchy process to construct an evaluation index system for teaching innovation teams in vocational colleges, which includes four primary indicators, 14 secondary indicators, and 40 tertiary indicators. This evaluation system covers the entire process of team building through four dimensions: "planning and mechanism", "practice and reform", "construction achievements and effectiveness", "characteristic innovation and promotion", providing theoretical basis and practical reference for the scientific evaluation of teacher team innovation ability in vocational colleges.
