Development of a Tourism Model based on Tourist Participation to Increase Safety and Enjoyment Factors at Tourism Destinations

The development of sustainable tourism is the focus of the Ministry of Tourism. So far, tourism development has only been driven by 5 stakeholder elements, namely government, community, private sector, and academics, without involving tourists. It is important for tourists to be involved so that development is in accordance with tourists' perceptions so that satisfaction is achieved. The results of the literature review show that safety and enjoyment factors have not been discussed in tourism development. The safety and enjoyment factors are the image of a tourist destination that will determine tourists' decisions to visit a tourist attraction. Therefore, a model is proposed that considers safety and enjoyment factors by involving tourists in tourism development. The model consists of 4 layers. The first layer is stakeholders, consisting of government, society, private sector, academics, media, and tourists. This first layer will collaborate to provide factors in the second layer, namely Attractions, Accessibility, Amenity, Ancillary, Safety, and Enjoyable. The availability of these factors will enable sustainable tourism. The proposed tourism development model is expected to be able to develop better tourist destinations.
