Military labor and issues of systematization of labor functions of certain categories of military personnel of the Russian navy
The relevance of the research is due to the course taken towards the further development of the institute of professional sergeants in the Armed Forces of the Russian Federation and, accordingly, professional petty officers in the Russian Navy over the past decade and a half. The transition to the contractual basis of the Russian army and Navy required new mid-level professional personnel for the crews of Russian Navy ships. At the same time, the accumulated combat experience in the framework of a special military operation raised the issue of developing a military forecasting system in the needs of military personnel of senior crews of Russian Navy ships, taking into account the targets of strategic planning documents — Messages from the President of the Russian Federation to the Federal Assembly of the Russian Federation, the State Armament Program, and military shipbuilding plans. In this regard, the article analyzes the use of the concept of «military labor» in the modern scientific and research field. The connection of the concept of «military labor» with labor legislation, the Labor Code of the Russian Federation in connection with the conduct of a special military operation (SVO) is traced. Conclusions are drawn about the predominant use of the term «military service», which is due to the consolidation of this term in a number of federal laws. Using the example of the establishment of the institute of professional petty officers in the Russian Navy, the content of the labor activity of this category of military personnel is considered. The author of the article emphasizes the special role of the Ship’s Charter, adopted in 2022, in clarifying the substantive part of the work of the crew chief of the group (battery, division, combat unit, service) of the ship. Its systematization and allocation of «managerial» functions of military personnel of the senior staff in the Russian Navy are proposed.
