Analysing Project Initiation Processes Effects on Electronic Teacher Performance Appraisal and Development System Implementation in Public Primary Schools

Success in project implementation is determined by the prior initial planning. The aim of this survey study was to analyse some of the project initiation processes effects on the implementation of the Electronic Teacher Performance Appraisal and Development (eTPAD) system in public primary schools in Kitui County. The survey employed a correlational research design. Tools utilized to collect data were self-administered structured questionnaires and interview guides. The target population was 9,632, comprising public primary school teachers, county education officers, and Information Communication and Technology (ICT) officers within 14 sub counties in Kitui County. A sample of 383 was carefully selected using Yamane's formula from the target population. The correlation results showed that there was a statistically significant relationship between business case development, human resource management, feasibility study processes, and the implementation of the eTPAD system in public primary schools in Kitui County. The survey established that the business case development process had the greatest influence on the implementation of the eTPAD system, followed by the feasibility study process. The human resource management process showed the least influence on the implementation of the system. The study recommends that managers in Kenyan government sectors ensure thorough and adequate project initiation processes particularly human resource management by acquiring qualified technical personnel who are well-trained and highly motivated. This will help ensure that e-service projects are completed within scope, budget, timeline, and quality expectations. Future research should be conducted to identify other contributing factors to gain a broader understanding of the successful implementation of electronic systems projects. Abstract
