Design Of Transmission Fee Recovery Mechanism For Reverse Flow In Inter-Provincial Multi-Channel Centralized Bidding Transactions Supporting Contract Transfer

Under the background of the construction of the national unified electricity market, in view of the problem of reverse transmission fee recovery caused by the sharp increase in the volume of contract transfer in the inter-provincial multi-channel centralized bidding transactions, this study focuses on the characteristics of the "physical channel binding" mechanism and proposes two cost recovery mechanisms for reverse transmission fee collection and exemption. By constructing a node marginal electricity price model and conducting a comparative analysis with typical examples, the differences in market clearing efficiency and transmission channel utilization characteristics between the two mechanisms are revealed. Research shows that the reverse transmission rate mechanism screens out high-spread transactions through price signals, but it weakens market liquidity. The reverse exemption mechanism can increase the reverse trading volume of the Qingyu DC by 28.6%, but it requires the establishment of a cross-regional transmission fee balance account to achieve cost diversion, and at the same time leads to a 5% decrease in the channel utilization rate. The research conclusion provides a quantitative basis for the design of transmission pricing mechanisms and the formulation of policies for cross-regional consumption of new energy under the new power system.
