Research on Performance Evaluation of Distribution Network Investment and Investment Decision-Making Model for County-Level Power Grid Companies
This study develops a performance evaluation system for distribution network investment in county-level power grid companies by integrating core indicators aligned with their operational objectives. Emphasizing goal-, problem-, and result-oriented principles, the system evaluates investment effectiveness through external socio-economic and internal grid development factors. Using K-means clustering, 98 county-level companies in a provincial power grid are classified into distinct categories based on 2020-2023 operational data, with customized investment strategies formulated for each cluster. A regional investment allocation model is subsequently established to optimize resource distribution. Empirical validation confirms the system’s effectiveness in addressing regional disparities and enhancing investment decision-making, demonstrating its practical utility in balancing grid modernization priorities with localized socioeconomic conditions. The methodology provides a data-driven framework for scalable power infrastructure planning across heterogeneous service areas.
