SPAECE E A QUALIDADE DA EDUCAÇÃO
The Permanent System for the Assessment of Basic Education in Ceará (SPAECE) is an essential tool for measuring the quality of public education in the state, providing strategic data for the formulation of educational policies and improvement of the teaching-learning process. Implemented by the Government of Ceará since 1992 and institutionalized by Ordinance No. 101 of 2000, SPAECE assesses the skills of students in Elementary School (2nd, 5th and 9th grades) and High School, allowing schools to be classified and encouraging continuous improvement in education. In addition to serving as a basis for the Literacy Program at the Right Age (PAIC), the assessment enables administrators and teachers to develop more effective pedagogical strategies aligned with the needs of students. However, the system also generates debates about the relationship between school performance and financial transfers, raising questions about the possible commercialization of education. Although SPAECE plays a fundamental role in diagnosing learning, its real effectiveness depends on the critical appropriation of the results by teachers and the implementation of educational policies that prioritize the quality of teaching, and not just obtaining good statistical indicators.
