The role of international organizations in setting public safety standards

Setting public safety standards as a direction of international organizations faces with the intensifying security threats and the differentiation of the security environment. This urges the innovative role of international organizations in the security sphere. The study analyses the role of international organizations in the development of public safety standards as a complex problem. The research employed the following methods: comparative analysis, mathematical models, impact assessment, and the Monte Carlo method. The results show that the development of public safety standards is mainly a function of specialized international organizations. The mechanism of developing standards is considered, which considers current security threats, environmental needs, and the peculiarities of responding to such threats. Regional security standards with an emphasis on ensuring the personal data protection are most in demand for nation states. The example of the European Union (EU) experience shows the appropriateness of their consideration by states with a transitive legal system. The study concludes with recommendations for the introduction of a set of organizational, technical, regulatory, and legal measures. This will contribute to increasing the importance of international organizations as information and communication hubs and customers of technological innovations in the field of public safety. Directions for further research: development of innovative legal strategies, promotion of harmonization of national legislation with international safety standards.
