IMPROVEMENT OF OUTAGE PLANNING COORDINATION USING SOFTWARE SOLUTION DEVELOPED WITHIN R2D2 PROJECT
Outage Planning Coordination (OPC) represents one of the most important processes in operational planning of the Electrical Power and Energy Systems (EPES). This process is coordinated at the national level by the transmission system operator, but also at the regional and Pan-European level by the regional coordination centers. As part of the R2D2 project, funded through the Horizon Europe program, an Outage Planning (OP) tool was developed that consists of 2 parts: a coordination platform through which users can submit outage plans and a control module through which process coordinators can manipulate outages and issue commands for the security analysis using network models for a specific scenario. By using this tool, it was achieved that information on the proposed outage plans can be easily collected, as well as the simulation of the impact for the given outages on the EPES can be easily executed. The OP tool is designed so that it can be used both for the needs of the national and for the needs of the regional OPC process. The paper describes the software implementation of the OP tool, the most important functionalities of the OP tool, as well as the application of this tool within the national and regional OPC process.
