Strengthening The Institutional Capacity Of Local Legislators For Effective Representation And Governance In Bima Regency
This study examines the enhancement of legislative capacity within the Regional House of Representatives (DPRD) of Bima Regency by identifying key enablers and constraints, and proposing a model to support effective representation and institutional governance. Using a descriptive qualitative method, data were collected through in-depth interviews, document analysis, and participatory observation. Thematic analysis was conducted by incorporating learning organization theory, good governance principles, and the institutional HOT-Fit model. Findings reveal that legislative capacity is supported by factors such as training allocations, the availability of expert staff, and enabling regulations. Nonetheless, significant obstacles persist, including weak institutional integration, limited access to research-based data, and insufficient coordination among electoral districts. The geographic and socio-political diversity of Bima Regency, encompassing coastal and mountainous areas, further complicates legislative performance, necessitating a capacity-building model that is adaptive and contextually relevant. In response, this study proposes an integrative model that combines individual competence development, institutional strengthening, and systemic support mechanisms. This approach is intended to transform the DPRD into a more inclusive, responsive, and community-oriented legislative body. The findings contribute to the discourse on regional governance and provide practical implications for policy reforms aimed at enhancing the effectiveness of local legislative institutions.
