Labour welfare practices in SMEs of Uttar Pradesh an analysis of policy implementation and challenges

Small and Medium Enterprises (SMEs) are critical to India’s economic and employment structure, particularly in Uttar Pradesh, where they play a pivotal role in industrial growth and livelihood generation. This study examines the implementation of labour welfare policies in SMEs of Uttar Pradesh and investigates the challenges that hinder their effective execution. Drawing upon both primary data from employers and workers, and secondary sources including government reports and academic literature, the research highlights significant gaps between policy frameworks and ground realities. The findings reveal that while medium enterprises demonstrate relatively higher compliance with welfare provisions such as occupational safety, provident funds, and employee benefits, small enterprises remain dominated by informality, where welfare practices are minimal and often discretionary. The study identifies financial constraints, limited awareness among workers, bureaucratic hurdles, and weak enforcement mechanisms as key barriers to effective policy implementation. It also emphasizes the gender dimension, noting that women workers in SMEs especially in textiles, handicrafts, and home-based industries face systemic exclusion from welfare benefits. At the same time, opportunities are emerging in the form of digital platforms for social security registration, sustainability-oriented welfare practices, and inclusive leadership models. By analyzing these opportunities and challenges, the research argues for a multi-stakeholder approach involving government agencies, employers, industry associations, and civil society organizations to strengthen welfare practices. The study contributes to the discourse on inclusive industrial development by demonstrating that labour welfare in SMEs is not only a matter of legal compliance but also a strategic investment in human capital and long-term competitiveness.
