CHALLENGES IN VERIFYING ELECTRICAL ENERGY REGISTERS IN THE PROCESS OF VERIFYING SMART METERS IN TERMS OF DOMESTIC REGULATIONS AND MEASUREMENT CAPABILITIES AND BY COMPARISON WITH INTERNATIONAL STANDARDS AND REGULATIONS
Domestic regulations also provide for the testing of energy registers during the verification procedure of smart meters. Thus, four different definitions have been introduced for accuracy classes 0.2S, 0.5S, 1, 2, A, B, and C for active energy meters, as well as 2 and 3 for reactive energy meters, the strict observance of which is not always technically feasible. The International Recommendation OIML R 46-1/-2 for active electricity meters prescribes the meter registers check in the meter verification procedure in a similar way as for the testing of meter constants via a pulse scanning device. In the Inspection Body of EMS AD, the energy register was checked using a different method so that the relative difference between the energy on the register of the meter under test and the energy measured by the reference standard was less than the maximum permissible error of the meter, while at the same time respecting the condition for the test time from the OIML regulation, which is unnecessarily large. This paper will describe all these challenges when verifying the electricity registers in the smart meter verification process.
