Research on Frequency Regulation Collaborative Control Strategy for Non-Industrial Air Conditioning Loads in High-Proportion Renewable Energy Grids
Power grids with high renewable energy penetration exhibit low system inertia characteristics, which critically compromise frequency stability. Non-industrial air conditioning (AC) loads, accounting for $\mathbf{4 0 \% - 5 0 \%}$ of public building loads and exhibiting high adjustability ($\mathbf{2 0 \% - 5 0 \%}$), offer significant demand-side flexibility. This paper proposes a coordinated frequency regulation framework for non-industrial AC loads, establishes cluster aggregation models for decentralized and centralized AC systems, designs hierarchical control strategies, and formulates a Stackelberg game-based incentive mechanism to balance grid-user benefits. Case studies in Jiangsu Province validate the feasibility of AC load participation in frequency regulation。
