Multi-Level Resource Allocation Scheme based on Demand Priority for Multi-Beam LEO Satellite System

In multi-beam LEO satellite systems, on-board resource constraints challenge current resource allocation technologies, necessitating innovative strategies to optimize utilization and improve service quality. Existing resource scheduling schemes primarily focus on beam-level resource allocation, overlooking user fairness when addressing diverse service demands. This paper proposes a multi-level resource allocation scheme based on demand priority (MLRA), establishing a hierarchical scheduling mechanism that integrates time, frequency, and spatial domains to achieve multi-level coordination between beams and users. The scheme includes beam-level resource reservation and user-level resource allocation. At the beam level, a dynamic beam scheduling scheme is proposed to reduce inter-satellite interference, while at the user level, a demand priority-driven resource allocation algorithm is developed to balance efficiency and fairness. Simulation results demonstrate that the proposed scheduling mechanism significantly improves system resource utilization while ensuring fairness in user scheduling.
