Double Trouble: Chancellor and Foreign Minister Dynamics in German Foreign Policy

Abstract The division of foreign policy authority in Germany is somewhat disputed between the chancellor and the foreign minister. This study examines how leadership traits influence both actors’ behavior towards the division of foreign policy authority. Using Leadership Trait Analysis, it analyzes the cases of Scholz and Baerbock as well as Adenauer and Schröder. The results obtained demonstrate some ambiguity but suggest that leadership traits are not the sole or predominant factors.
