A Study on the Application of Evolutionary Capability in Naval Ship R&D and Shipbuilding Process : Focusing on Acquisition System Reforms to through Case and Regulatory Analysis in Naval Shipbuilding Programs

The rapid advancement of defense science and technology has led to institutional measures for incorporating evolutionary capabilities into weapon system development. Recent improvements include shifting t he R equired Operational Capability(ROC) decision point from the end of exploratory development to after the Critical Design Review(CDR). However, the current naval shipbuilding acquisition process still lacks flexibility to integrate advanced technologies between research and development(R&D) and follow-on ship construction. This study proposes extending the ROC decision point to the CDR to enhance technological adaptability, along with procedures and a total program budget concept to facilitate the application of evolutionary capabilities in follow-on ships.
