Comprehensive Benefit Evaluation Methodology for Low-Carbon Parks Based on Multi-Criteria Decision-Making

This paper aims to promote the healthy advancement of low-carbon parks through comprehensive benefits, performance analysis, and evaluation. First, an integrated benefit evaluation index system for low-carbon parks is established across four dimensions—economic, technical, environmental, and social—considering practical contexts and developmental requirements. Second, causal relationships between indicators are analyzed using the Intuitionistic Fuzzy Decision-Making Trial and Evaluation Laboratory (IF-DEMATEL), with subjective weights derived through integration with the Fuzzy Best-Worst Method (FBWM), while objective weights are calculated via a hybrid-information-based entropy weight method. Finally, a hybrid-information fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) model is employed to evaluate alternative solutions. By analyzing results from five low-carbon parks, this study provides a scientific foundation for high-quality development in such ecosystems.
