Universal health coverage in Chad: evaluating the non-contributory scheme within the Central African subregional framework
Chad has adopted Law No. 035/PR/2019 establishing Universal Health Coverage (UHC), with a non-contributory scheme targeting vulnerable populations. This policy reflects a commitment to social justice and equity, but also raises concerns about its feasibility and sustainability. This article explores the key challenges and risks associated with the policy, including dependence on public resources, systemic weaknesses (governance, human resources, technical capacity) and the potential for hospital indebtedness. It also highlights the opportunities offered by the initiative, such as the inclusion of the most vulnerable groups, the reinforcement of state legitimacy, and the support of international partners. The successful implementation of UHC in Chad will require strengthened and operational capacities, and the exploration of innovative financing mechanisms.
