Depreciation in budgetary institutions: new federal standard, possible risks and recommendations for their minimization
The heterogeneity of accounting approaches in various budgetary institutions, the lack of a single methodological approach to the recognition, assessment and accrual of depreciation, as well as the difficulties with the correct reflection of these data in the reporting and the increased risks of errors and inconsistencies leading to claims from regulatory authorities, have become the key factors that determined the need to adopt a new federal standard “Unified Chart of Accounts for Accounting of Public Finances”. The relevance of the study is due to the transition of budgetary institutions to the new federal accounting standard, which entails fundamental changes in the procedure for accrual and reflection of depreciation, starting from 2026. In the study, the following methods were used: analysis, grouping, comparison and generalization. The proposed article reveals the features associated with depreciation in budgetary institutions in the context of the transition to the new federal standard. The article analyzes the possible risks arising during the implementation of the Unified Chart of Accounts for Accounting of Public Finances in terms of depreciation. It is concluded that the transition to a new federal standard aimed at simplifying and standardizing accounting and reporting procedures in budgetary institutions, including in terms of depreciation, is a complex and multifaceted process associated with significant changes in the regulatory framework, as well as technical and organizational challenges that require careful planning of accounting adaptation. The results of the study will be of interest to practicing specialists in the field of accounting of budgetary institutions, as well as the scientific community engaged in research in the budgetary sphere.
