Conceptual Fundamentals of Environmental Monitoring and Identification of the Disturbed Lands

The article evaluates the monitoring system and substantiates the choice of the tools for the state governance of lands from conceptual and applied perspectives. Crucial importance of integration of the monitoring data for ensuring adaptive management of the remediation process, forecasting the long-term results and ascertaining compliance of the quality of the lands has been proved. This will ensure environmental safety, restoration of the economic potential of lands and adherence of works to the requirements of the acting legislation. To optimise the system of protection of the natural re-sources and maintain a balance between the environmental and economic components of using the natural resources, the term “environmental monitoring” has become the focus of study.
