AUTOMATIC GENERATION OF URBAN COMPATIBILITY REPORTS USING ONTOLOGY: THE CASE OF ALGODRE (ZAMORA)

The processing of urban planning licenses requires verifying the compatibility between the intended land use and the applicable municipal regulations. This procedure, currently manual and subject to interpretation, can be automated through semantic technologies. This paper presents an ontology applied to a real case in the municipality of Algodre (Zamora), aimed at generating technical reports on urban land use compatibility. Materials and Methods: The urban planning regulations were modeled using OWL and RDF in Protégé, following the principles of METHONTOLOGY. The model includes classes for land uses, land classifications, and technical conditions. It is complemented by an external Python-based system that queries the ontology and automatically generates Word-format reports based on user input. Results: The system can produce a structured urban compatibility report in seconds. The report identifies whether a proposed use is permitted, conditionally authorized, or prohibited based on the land classification, and includes a comparative table of normative parameters. Multiple real-world cases from the municipality were tested, yielding coherent and reproducible results. Discussion: The proposed approach demonstrates the feasibility of applying Semantic Web technologies to municipal urban planning, improving regulatory traceability and significantly reducing technical evaluation time. The system is scalable and adaptable to other municipalities with structured regulations and quantifiable parameters.
