Conversational AI for PeopleSoft HCM: Elevating Public Sector HR

This article explores the integration of conversational artificial intelligence (CAI) with Oracle PeopleSoft Human Capital Management 9.2 to enhance user experience in public sector human resources systems. The article addresses the growing expectation gap between consumer-grade digital experiences and traditional form-based ERP interfaces, particularly in government and higher education institutions. Through a middleware architecture that bridges natural language processing capabilities with existing PeopleSoft components, the article demonstrates how conversational interfaces can transform legacy systems while maintaining regulatory compliance. Drawing on implementation data from a large state university system, the article presents a framework for effective CAI integration that encompasses technical architecture, domain-specific language model development, and robust governance controls. The article reveals significant improvements in user adoption, task completion rates, support volumes, and overall satisfaction while addressing the unique privacy, security, and ethical considerations of public sector implementations. This article contributes to the emerging field of enterprise system modernization by establishing conversational AI as a strategic integration pattern that democratizes access to HR functions and aligns legacy systems with contemporary user expectations.
