Digitalisation of Public Services Using the Example of Health Care in the Republic of Croatia

The normative framework of national legislation, accompanied by non-binding and binding acts of direct and indirect application of permanent Europeanisation, has determined the measures for the development of the health care system by IT connection of health services at all levels of health care. Following the principle of the availability of patients' rights protection, the paper connects the theoretical principles in question with the practical application of public health e-services in the Republic of Croatia. Since the imperative of interoperability of information systems in public services is achieved precisely through e-services, the paper considers to what extent citizens are familiar and satisfied with public health e-services in the Republic of Croatia, namely eHZZO and the Patients Health Portal. Based on the quantitative and qualitative analysis of the survey research, the paper concludes the connection between satisfaction and information about digital health services of the Croatian health care system concerning the level of education and the respondents' residence region.
