Organization and problems of crisis management at the county level
<ns3:p>The Polish crisis management system is organized across various administrative levels: central, departmental, voivodeship, county, and municipal. The competencies of local government in the field of public safety are strictly defined by legal regulations, which limit the discretionary implementation of actions by local authorities. The aim of the article is to analyze the organization and identify problems related to crisis management at the county level. The method of literature analysis was employed, enabling an assessment of the current state of knowledge. The structure of the crisis management system at the county level highlights three main components: the county governor as the crisis management authority, the County Crisis Management Team as an advisory and consultative body, and the County Crisis Management Center.</ns3:p>
