Repurposing Offshore Infrastructure for Large-Scale Hydrogen Production: Insights from HOP2

Abstract The Hydrogen Offshore Production Project (HOP2), funded by the Scottish Government's Just Transition Fund, is a pioneering effort to demonstrate the technical feasibility of large-scale offshore green hydrogen production. This paper presents the results from the Concept Definition stage, focusing on systems not covered by other contractors under the Balance of Plant (BoP), Balance of Stack (BoS), and primary electrical scopes. It outlines the process, mechanical, structural, electrical, and control systems, as well as cost, schedule, and environmental considerations. The study supports the viability of repurposing oil and gas infrastructure for clean hydrogen production and provides a reference point for subsequent project phases.
