Constitutional and Legal Framework for Ukraine’s European Integration in the Context of Multilevel Constitutionalism

This article explores the constitutional and legal framework for Ukraine's European integration as a complex, multilevel phenomenon. The author argues for moving beyond a narrow institutional analysis and adopting an interdisciplinary approach that combines the tools of constitutional law, political science, economics, and sociology. The central methodological framework for this research is the concept of multilevel constitutionalism, which helps explain the dynamic interaction between national and supranational legal orders. This article analyzes the concept of constitutional identity using the practice of the German Federal Constitutional Court as an example, which is crucial for shaping Ukraine's own approach to protecting the fundamental principles of statehood during the integration process.Based on this analysis, the author formulates a unique understanding of the term constitutional and legal framework, which is viewed from two complementary perspectives: as a static system of legal norms and as a dynamic mechanism of actions by public authorities. The conclusion is that successful European integration depends not only on the formal implementation of the acquis communautaire but, above all, on profound institutional adaptation, the development of an effective judicial dialogue, and ensuring the democratic legitimacy of integration decisions.
