Impact of global economic instability on social policies: Adaptation and resilience strategies

The purpose of the study was to examine the implications of global economic changes for social policy in the Kyrgyz Republic and to identify strategies for adapting social programs to new economic realities. The methodology included qualitative and quantitative methods. The analysis used statistical data from the National Statistical Committee of the Kyrgyz Republic on gross domestic product, unemployment, remittances, and tourism revenues. The qualitative analysis was aimed at studying social protection strategies, while quantitative methods allowed to assess changes in socio-economic indicators through comparative and correlation analysis. The results of the study showed significant changes in the socio-economic environment of the Kyrgyz Republic. An analysis of the main social indicators of the Kyrgyz Republic for 2022–2023 showed positive changes. The poverty rate decreased by 10.2 %, per capita income increased by 27.4 %, and household spending increased by 21.7 %. At the same time, the unemployment rate remained stable, indicating the need for further improvement of employment policy. This demonstrates the potential of this sector for economic recovery. The study also emphasised the importance of digitalising social services to improve access to social programs but identified challenges in ensuring equal access for all segments of the population. The findings confirm that global economic instability has a significant impact on social programs, so to increase the sustainability of social policy, it is necessary to continue to improve digital tools and introduce new approaches to social protection. It is recommended to focus on economic diversification, support for small and medium-sized businesses, and infrastructure development to improve economic resilience.
