Whole-Process Management Optimization of National Science and Technology Projects Based on Intelligent Synergetic Framework

This study addresses the strategic demands of China’s innovation-driven development by systematically constructing an intelligent management system spanning the full lifecycle of science and technology (S&T) projects. A Strategy-Process-Impact Tri-dimensional Synergistic Optimization Framework is proposed, integrating complex systems theory, digital twin technology, and machine learning algorithms. Through longitudinal analysis of 432 national-level projects, critical systemic issues were identified, including 23% resource redundancy and 41% inefficiency in cross-departmental collaboration. Dynamic adjustment mechanisms and multi-objective evaluation systems reduced management cycle duration by 35% and improved technology transfer rates by 48% in mega-projects such as smart grids. The outcomes have been adopted by provincial authorities, yielding six industry standards.
