PROPOSALS FOR CHANGES TO BUILDING CODES AND REGULATIONS TO STIMULATE THE CONSTRUCTION OF ENERGY-EFFICIENT HOMES IN UKRAINE

Problem statement. In the context of modern environmental challenges and the need to enhance the energy efficiency of buildings, changes to building codes and regulations are becoming critically important for Ukraine. Today, energy-efficient construction is a key factor in ensuring the resilience of the energy sector, reducing energy costs, and improving the quality of life for the population. The relevance of the topic is driven by the necessity to adapt building codes to contemporary sustainable development requirements, as well as to promote investments in energy-efficient projects. The main directions of state policy should include: updating existing building codes to incorporate energy efficiency, establishing incentives for developers through tax benefits and subsidies, introducing new technologies in construction, and developing financing mechanisms for the thermal modernization of residential buildings. Additionally, it is essential to raise public awareness of the advantages of energy efficiency through information campaigns and educational programs. The purpose of the article is to analyze the necessity of changes to building codes and regulations that can stimulate the construction of energy-efficient homes in Ukraine, as well as to identify effective measures to support this initiative. Conclusion. Changes to building codes and regulations are critically important for stimulating the construction of energy-efficient homes in Ukraine. The implementation of comprehensive measures aimed at adapting building standards to new energy efficiency requirements, attracting investments, and introducing new technologies will form the basis for sustainable construction development. A systematic approach to updating standards and regulations, along with support for developers and promoting energy efficiency among the population, will ensure the resilience of the construction sector in Ukraine and address energy security challenges.
