ASPECTS OF THE FORMALIZATION OF THE SYSTEM OF INTEGRAL ASSESSMENT OF HUMAN CAPITAL

The problem of human capital assessment from the position of its methodological formalization is considered. The article reviews the methods and approaches to assessing the state of human capital and identifies their main absolute and relative indicators. The methodology of calculation of the index and integral indicator of human capital development is generalized. The components of the algorithm of the formalization rhythm of ‘human capital’ assessment are defined: levels of consideration, methods of assessment, forms of assessment expression, types of capital movement and ways of investment, principles of development, modern management strategies. The formal-logical method is identified, and the results of research in the formation of human capital are systematized. Key approaches to measuring human capital at different levels are described with a focus on their advantages and disadvantages. The actual parameters of the methodology of forming an integral index of human capital assessment, including competence, cognitive value, and other approaches, are defined. An intellectual map visualizing the structure of the OECD methodology of human capital assessment is formed. It is proposed to expand the methodology of human capital assessment through the inclusion of institutional system indicators in the calculation. In order for the outcomes of analysis and evaluation to accurately represent the value of human capital, the conclusions stress the significance of using accurate and thorough information and the necessity of promptly updating it. The authors point out that in order to increase the accuracy of human capital assessment, information collection and processing processes must be optimized.
