An Examination of Challenges and Obstacles in Building a Toll Road Using Lean Construction

The current study aims to analyse the perspectives of stakeholders on implementing a lean construction strategy for building a toll road in Indonesia. The method employed a quantitative approach, using surveys with 30 respondents. The Bayung Lencir-Tempino Toll Road Section 2 is developed with high technical standards and uses lean construction as a case study. There were three aspects to questionnaires: cost, time, and quality assurance indication. The findings revealed two opposing views on Lean construction (LC) deployment. The advantages of LC in terms of cost and time efficiency were well received. It is based on the fact that this project was completed ahead of schedule, taking 415 days rather than the originally estimated 574 days, resulting in a 27.7% reduction in time. Furthermore, project cost analysis in accordance with the financial budgeting plan demonstrates that the project was completed under budget, with a surplus of about 8.67% of the contract value. The quality assurance indicator, on the other hand, was seen negatively since management has made sure that safety and quality are upheld through briefings, and training. Lean construction is one way to establish quality control, but regular control management productivity is another. As recommendation for further studies, we suggest comparing the perspectives of building road using lean construction and another methodology.
