A Normal Wiggly Hesitant Fuzzy Dynamic Multi-Criteria Decision-Making Model Based on Prospect Theory and its application to Data Element Circulation Environment Evaluation
As a tool that effectively digs the potential uncertain information of decision makers (DMs), normal wiggly hesitant fuzzy sets (NWHFSs) demonstrate significant advantages in the field of multi-criteria decision-making (MCDM). In this paper, we propose a normal wiggly hesitant fuzzy dynamic multi-criteria decision-making (NWHFDMCDM) model considering the time factor, and apply it to the evaluation of data element circulation environment (DECE). Firstly, we propose a D-Critic weighting method of NWHFSs to determine the criteria weights for each time period. Then, we use the weighting method based on time entropy and ideal solutions to determine the time weights for each time period. Meanwhile, we combine the preference ranking organization method for enrichment evaluations (PROMETHEE) with prospect theory (PT), which considers DMs’ psychological behavior, to propose the NWHF-PT-PROMETHEE method for ranking or optimizing alternatives. Lastly, we applied the NWHFDMCDM model to evaluate the DECE in the provinces of East China from 2014 to 2022, and validated the model's effectiveness and practicality through sensitivity analysis and comparative analysis.
