SMART Vet: A Knowledge Management Platform Application for Enhancing Local Government Unit Veterinary Services
The SMART Vet knowledge management platform application represents a comprehensive digital solution designed to enhance veterinary service delivery within local government units. The research addresses critical inefficiencies in traditional veterinary management systems by developing an integrated platform featuring multi-platform accessibility, administrator dashboards, client registration systems, real-time messaging capabilities, appointment scheduling modules, and community animal reporting functions. The platform was systematically developed using the Waterfall Model methodology. The research employed a mixed-methods evaluation framework combining quantitative usability assessment through ISO/IEC 25010 software quality standards and qualitative stakeholder analysis via structured focus group discussions with veterinary professionals in San Fernando City, La Union. Results demonstrated exceptional system performance with an overall usability rating of 4.49 out of 5.0, officially classified as "Excellent and Very Highly Usable" according to ISO/IEC 25010 benchmarks. The platform exhibited particularly strong performance in Portability (4.67) and Performance Efficiency (4.59) metrics. Qualitative thematic analysis revealed unanimous professional endorsement across eight critical acceptability criteria, with participants identifying significant potential for improved service delivery and modernized operational workflows.Despite positive reception, implementation challenges included inadequate technological infrastructure within government facilities, limited internet connectivity, and substantial ongoing IT support requirements. SWOT analysis confirmed strong market potential as the region's first veterinary management system while highlighting critical dependencies on infrastructure development and institutional partnerships. This research contributes to veterinary technology and e-governance knowledge by demonstrating the feasibility of digital veterinary solutions in resource-constrained environments, recommending phased implementation strategies for sustainable deployment.
