Janusian governance counterpoints restoration and innovation in late capitalism

I employ the Roman deity Janus as an allegorical lens to interrogate the dual orientations of contemporary governance under late capitalism. Drawing on postmodern public administration, critical political economy, and allegorical critique, I show how progressive governance practices can be simultaneously backward looking restoration and forward looking innovation. The backward looking dimension reveals reliance on modernist managerial logics, including hierarchical bureaucracy, standardized procedures, and fiscal discipline, visible in efforts to restore or fortify social programs and state institutions. The forward looking dimension surfaces regulatory innovations that respond to late capitalist contradictions, notably the precarization of gig economy labor and the financialization of social policy. I operationalize governance hybridity as the copresence and fusion of divergent administrative rationalities to diagnose the inherent contradictions of these Janus faced practices. I argue that while progressive measures may mitigate social inequalities or democratic deficits, they often also reproduce capitalist rationalities of managerial control and market dependence. This theoretical analysis refines the concept of governance hybridity and offers critical guidance for scholars and practitioners navigating the contradictions of governance under late capitalism.
