PROBLEMS AND PROSPECTS OF PUBLIC DEVELOPMENT: DIRECTIONS OF REFORM AND MODERNIZATION
The article analyzes the problems and prospects of public development, focusing on directions for its reform and modernization. The aim of the study is to identify the challenges in public development and determine the key directions for its transformation. The research employs general scientific methods of cognition, including analysis, synthesis, systematization, comparison, generalization, and forecasting. The findings indicate that Ukraine’s current urban development faces several issues hindering effective urban planning. The main challenges include the absence of a unified cadastral system, chaotic construction, limited architectural accessibility, environmental threats, and the crisis in rural area development. Given these challenges, a comprehensive approach to sector reform is essential, considering the need for post-war reconstruction. Strategic directions for modernizing public development have been formulated, including the creation of an integrated cadastral system, the implementation of universal design principles, the improvement of public space planning, the reconstruction of rural areas, and the development of transport infrastructure. Implementing these measures will not only optimize urban planning processes but also enhance the quality of life and ensure the sustainable development of urbanized areas. The integration of European experience into urban planning reform is a key aspect of modernization. The application of universal design, effective zoning, and transparent public oversight mechanisms will contribute to the harmonious development of the architectural environment and improve construction quality. Compliance with urban planning norms and standards will be a crucial element in achieving sustainable and inclusive development in Ukrainian cities and villages during post-war recovery. The practical significance of the study lies in the potential application of the proposed strategies to optimize urban planning processes and ensure the sustainable development of public spaces.
