PROBLEMS OF IMPLEMENTING STATE EMPLOYMENT POLICY IN UKRAINE DURING THE PERIOD OF MARTIAL STATE
The study is devoted to the analysis of the features of the implementation of the state employment policy in Ukraine under martial law. The work highlights the main challenges arising in the labor market as a result of military operations, in particular, massive job cuts, changes in economic priorities, forced displacement of citizens and the increase in unemployment. The key measures implemented by the government to support employment of the population are analyzed, including wage compensation programs, retraining, stimulating the creation of new jobs and supporting entrepreneurial activity. The effectiveness of these measures is assessed and the main obstacles to their implementation are identified, including insufficient funding, a difficult security situation and the need for structural adaptation of the labor market. The study examines the dynamics of unemployment in Ukraine during martial law, including official statistics on the number of unemployed, labor market offers, and changes in the employment structure. In particular, it notes the growing role of women in various sectors of the economy due to the mobilization of men, as well as the intensification of retraining and remote work processes. It analyzes the factors affecting the involvement of veterans and people with disabilities in the labor market, as well as the role of state support in this process. Considerable attention is paid to the role of active and passive measures of state regulation of employment. The mechanisms of social protection of the unemployed, financial support for employers, stimulation of self-employment and development of small and medium-sized businesses are studied. The need to adapt the regulatory framework to new conditions, expand vocational training and retraining programs, create favorable conditions for the development of entrepreneurship, as well as stimulate internal labor migration is identified. The prospects for integrating modern digital technologies into employment processes and the development of remote forms of employment are outlined. The conclusions emphasize the need for a comprehensive approach to the implementation of state employment policy, which includes cooperation between the government, business and international partners. The importance of a stable legal framework, the development of long-term mechanisms for supporting employment, preserving and creating new jobs, as well as ensuring social protection for the population is emphasized. Conclusions are drawn on the prospects for the development of the Ukrainian labor market in the post-war period, taking into account the possibilities of its restoration and integration into the European economic space.
