Attention is focused on the relevance of the chosen topic, given the need to adapt the system of local self-government bodies to the extraordinary conditions that have arisen as a result of the russian federation's armed aggression against Ukraine. Scientific approaches to the definition of the concept of local self-government are analysed and its legislative definition is provided. The main powers of local self-government bodies in the field of administrative and legal guarantee of human and civil rights and freedoms are described, and it is proposed to classify them into law-making, control, security and communication powers. Considerable attention is paid to the peculiarities of interaction between local self-government bodies and military administrations, and problems of legal regulation are identified, including the risks of duplication or loss of powers. The article examines the main areas of activity of local self-government bodies aimed at guaranteeing the rights and freedoms of citizens under martial law, in particular, providing humanitarian support to the people, receiving, registering and accommodating internally displaced persons, performing preventive functions in cooperation with the police and military administrations, creating conditions for exercising the right of citizens to appeal, etc. The article identifies a number of problems in the activities of the institution under martial law and formulates practical recommendations aimed at improving the mechanisms of human rights protection at the local level, in particular, through improving the legal framework, delineation of powers, digital transformation of governance, the possibility of remote service, public involvement in decision-making and strengthening of human resources. The conclusion is drawn that even in times of war, local self-government bodies remain one of the key guarantors of human rights, and their effectiveness requires comprehensive support and development.
