INNOVATIVE METHODS AND TOOLS OF RESOCIALIZATION OF CONVICTS IN THE SCOPE OF IMPLEMENTATION OF THE STRATEGY OF REFORMING THE PENITENTIARY SYSTEM

The article explores the meaning of the concept of «resocialization of convicts» taking into account the variety of areas of its use. The focus is on the resocialization of convicts as a process of «destruction» of their existing norms of antisocial behavior and the restoration of their lawful behavior, consolidation of positive qualities and values. An analysis of the current state of implementation of the 5th strategic goal, defined by the Penitentiary System Reform Strategy for the period until 2026, was conducted - improving methods and tools for the correction and resocialization of convicts and their further implementation. The state and problematic issues of implementing criminogenic risk assessment and individual planning in the activities of penal institutions and bodies were investigated. The need for digitalization of the activities of penitentiary institutions and pretrial detention centers of the State Penitentiary Service of Ukraine has been identified. The main areas of cooperation between penal institutions, authorized probation authorities, religious and public organizations are described. The problems and prospects of training and employment of convicts as one of the forms of their resocialization are identified. It has been proven that the main role in the employment of convicts is played by motivation to work. It is proposed to introduce additional incentives for the useful employment of convicts, provided that they are enshrined in the penal legislation. Programs of differentiated educational influence on convicts were analyzed, taking into account their division into general education and correctional programs. The need to carry out correctional work with convicts by involving them in correctional programs was noted. The need to streamline the current penal legislation, taking into account the introduction of innovative forms and methods of socio-educational and psychological work with convicts, has been proven. It is summarized that the resocialization of convicts today is a common mission of both state and public institutions, which jointly strive to reduce recidivism and return each convict to society as a law-abiding citizen.
