It is shown that agrarian-industrial specialization of the economy of regional entities determines a number of institutional and organizational-methodological problems and features of the formation of both conceptual-ideological and development-instrumental aspects of the formation of regional economic policy as a key doctrinal means of regulating the nature and parameters of the development of lower territorial units - municipal entities. From the standpoint of the transformative possibilities of the stimulating-regulatory paradigm of regional transformations, the principles, conditions and directions of regional economic policy at the lower levels of the administrative-territorial hierarchy of agrarian-industrial regions are formulated. Basic scientific and methodological provisions for the formation of a mechanism for implementing regional economic policy in municipal entities are formulated. Municipal infrastructure projects in the field of improving the quality of the life-support environment are proposed as a key tool for implementing socio-economic transformations. Inter-municipal cooperation based on natural resource isomorphism and production and infrastructure convergence is the basic tool for spatial and economic transformations. The results obtained may be useful to scientists and specialists in the field of regional economics and management.
