Analysis of the Driving Factors of New Quality Productive Forces Based on SVR-SHAP Algorithm—Take the Beautiful China Building Pilot Zone as an Example
In January 2024, the Central Committee of the Communist Party of China and the State Council issued the “Opinions on Comprehensively Promoting the building of a Beautiful China”, proposing to take five regions including Beijing-Tianjin-Hebei, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area, the Yellow River Basin and the Yangtze River Delta as the key areas to build pilot zones for a beautiful China. Building a beautiful China is inseparable from the role of new quality productive forces. Understanding the driving factors of new quality productive forces is an important link in promoting the building of a beautiful China. Therefore, this paper first accurately measures the level of new quality productive forces in the five pilot zones for the building of a beautiful China from 2012 to 2022 by adopting the projection pursuit model (RAGA-PP). Then, it constructs its driving factors through text analysis, and on the basis of training nine machine learning models, selects the SVR-SHAP algorithm to examine the driving factor ranking and interaction. The study finds that the level of new quality productive forces in the five pilot zones is steadily rising, but the regional differences are increasing year by year; the key driving factors for the improvement of new quality productive forces are market demand and the digital economy; there is a significant interaction among driving factors; the driving role of the digital economy in the Yellow River Basin among the pilot zones is relatively weak. Based on this, this paper proposes that to build a beautiful China, it is necessary to strengthen coordinated development among regions, adhere to stimulating market demand and promoting the digital economy in parallel, attach importance to the interaction and dependence among driving factors, and actively promote the digital construction of the Yellow River Basin.
